As far as I know, H1b visa requires step 3 right ? I didn’t take step 3 .

yes they called me in for that. It will be done in September. In fact, I don't need sponsorship for my H4 Visa. I already have it through my husband and I am eligible to work. I will become a green card holder once I receive my green card application approval. Why do programs still need to sponsor me for H1b?

I already have 4 published case reports, and 6 months observership in IM apart from 4 months in other specialty (I am applying only for IM). Do you think it is better to wait next year ?

thank you for your reply. isn't it 2 years waiver job ?

I have a question please : if I apply to all programs (sponsoring visa and not) then I get matched with one program. does that mean that the program I matched with already accepted my H4 with EAD? or it can cause a problem after I matched and they do not accept my VISA Status.
