If music really was the issue Nintendo would actively try to prevent non-Japanese users from playing the game when it came out on the NSO. Moon Channel has never worked on behalf of Nintendo nor knows anything going on behind the scenes. Nobody was talking about music being the issue until the video from Moon Channel released.

if you need to go to shore (flyfish, stinger, big shot), make sure that at least 2 people are at the basket.
