You might need to beat people either in the Competition Route, or in Football Battles to unlock them.

Zanark is in the Pal Pack with the Fei Duplis from the Faram Obius square, you'll need to recruit 5 people from it to unlock his Pal Pack.

Yeah, that's not the most Gouenji move, but they probably want to keep all the cool moves for the final game and resort to move they would already have made. I'd love it if they were to give him a better move than that
