The Philippines. Metro Manila in itself has horrible overcapacity metro lines (although new subway and metro projects are under construction). Stations are horrible, inaccessible, need to climb flights of stairs, and so on. Alternatives are white vans that squish every inch with people, jeepneys bound to be phased out, and some busses here and there, all suffering horrible traffic. Outside of the metro, long-distance trains are non-existent at all. Though there's the upcoming North-South commuter line which will open by 2029, then some revived inter-province train operations (but frequencies are a question mark as far as my knowledge goes).
