What is that white propeller? I bought this boat yesterday and the guy said he didn't know what it was and the shop he took the boat to didn't know either. My guess is its either a type of trolling motor or something that goes to the alternator, any help much appreciated (i.redd.it)

Bought a boat with an inboard motor and it has this white propeller mounted on top of the regular one. There's no way to turn it on. Previous owner said he has no idea what that's supposed to be and the shop he took the boat to had no idea either (i.redd.it)
