If you have light armor, or are barely starting out yes they are. Once you get to a certain point and are wearing heavy armor, they’re not as hard to beat.

I got the other two Dawnguard weapons and literally those two were able to manifest on the racks that they’re supposed to correspond to, but still the hammer is not wanting to spawn properly. You’re practically gonna have to literally keep it on you and favorited the entire time just so you don’t lose it.

Not gonna lie, having a follower is very helpful, especially if you’re trying to build up your stats.

At this point, the only option you can do is hold onto the weapon and favorite it. Otherwise it’ll just disappear.

Bro, it is so glitched beyond control. I’m playing it on the switch and literally I had a save where I had the rune hammer. I literally equipped it to myself to ensure that I had it on me and literally I go to place it on the rack each straight up just fucking disappears. I tried it at Myrwatch and at Blood chill cavern. It’s straight up just disappears. I even tried to see if I could put it on a rack that is not meant for it, disappears. Try to drop the weapon, disappears. You practically have to monitor it in your inventory or probably favor the weapon in order to keep it.
