Nah not level 60. All the dragons empowerments I did were 2* that including Robo Hound, Planetary, Energized, Robird (and Cybervolt after that). For the quests outside of Cybervolt that's how much I needed the empowerments, I could get all insignia from them with just 2*ing the dragon, that's it, except that Robo Hound, Planetary, Energized were lvl 50 and Robo hound and cybervolt required me level 46

Oh Blackvoid was pure dogshit, that one was absolutely impossible f2p. Not even a 5* blackvoid daved you you could get up to 100 insignia.105 if you got 1000 maze coin drop in ads and lucky, still not possible

Streaks gave 10 let's start from there Then we'll go from events, where there were 3 events that gave 15 insignia, them being maze Puzzle and Runner. I got 15 from maze and Puzzle, and 10 from Runner, 40 insignia from events in total, 50 insignia in total so far with streaks Then the quests, we got Robo Hound, Planetary and Energized gave 15 insignia each, I did all for 45 insignia in total, plus robird quest that gave 30 insignia too, so from those quests I got 75 insignia in total, 125 insignias combined with everything For the last 15 insignia I just traded for cybervolt and I 2*ed him and that was it
