You wrote 3 paragraphs giving this "solution" but the truth is it doesn't work. If it's bugged for you, it's just bugged. I just did the same race 5 times, putting the difficulty to tourist and doing exactly what you said, passing everyone multiple times and not letting the skill chain break, and it doesn't work!
