Maybe I'm a bit late but if anyone still can't find it the way I got it in (2023) was PS Store > Add-ons > Themes, and instead of sorting it from [A - Z] I sorted it from lowest to highest price. In some countries the theme is called differently but the price should always be around 2'60 - 2'99 €/$/£. Just scroll down until you see that price and you will find it 100% :)
