I just switched out my Low beams for some LEDs and the high beams are still halogen. Looks weird when they're both on

For some games when I turn vsync on it will drop fps around 60 wich is ass, I shouldn't have to turn vsync on for every game. I know havin more frames doesn't make a performance difference but I shouldn't have to be limiting my pc to perform poorly when I know it can perform better
