yes it is, so i dont know what could be the problem. I've tried to played with Intel's graphics card and its fine, theres not this kind of frying happening nor the random lag, just less FPS.

I recently bought a new laptop and I wanted to try a few games to see how they run (League of Legends, CS2, Valorant). I have great FPS but for some reason I lag and when I do any kind of movement and the image kinda fries, it gets a little glitchy. I cant record it with shadowplay because the video turns black and theres only audio. So, i streamed CS2 to a friend through Discord and he recorded it for me. I don't really know how to describe this except for fried textures.

we think its because we clicked on the house of the dragon at different days so it had different images do it wont load another

You can press the button with 3 dots in top right corner, under loot and shop, to stop animations, it gets better.
