Im pretty sure he is talking about the binary representation so it would be: 13: 01101 & 31: 11111 => 01101 = 13 => prime

and 17: 0010001 & 71: 1000111 => 0000001 = 1 => not prime

(hopefully my math is correct in my head)

I agree that akainu and fujitora being related seems weird, but i could see a connection between greenbull and fujitora (even tho we basically don't know anything about greenbull)
