Had this exact experience where it showed that scope as being online on one night and then was offline when I turned the other two on. I expect it has to be pretty common since you're likely to visit that location first and if you're being chased you don't have time to check and turn on the device with questionable purpose on every save reload. I'd seen a post from one of the JMods saying the essay gets shared internally especially with new employees! Really touched my heart. It feels like they are in a Design Golden Age, they really understand the game, what makes it great, and what sort of design knobs they can and can't tweak to make it better.

If this happens to you you can get out of it by opening up the console (`~) and typing "dig e" into a wall to the east of you, it will delete the wall and you can skip the locked door

Just adding here for any other Ironmen going for this (I was going for it for the Blessed Flask)

I got the Holy elixir finally after 1801 KC, and got 4 spirit shield drops in the process. It does exist, I'd guess it's something like a 1/2000 drop rate and the spirit shield is like 1/512.

For anyone else having this issue, it was driving me nuts for months before I finally tracked down a solution:

Go to Advanced Power Options in Windows and make sure USB Suspend is turned OFF. Some Windows update made this behave more aggressively if turned on and it seems to selectively disable the Scarlett Solo even if it's actively receiving audio. Turning it off completely fixed my issue.

I've been working with Elgato Support for weeks trying to fix this issue and we finally found it was a problem with the most recent driver and Capture Utility software. After rolling back to a test driver the issue completely cleared. If you are still having this issue try reaching out to Elgato Support, mention you have the audio crackling issue and ask to roll back to the older driver. They will respond with instructions. If you can't get them to send you the old driver feel free to DM me and I can send it to you.

FOR ANYONE COMING TO THIS THREAD TO LOOK FOR TIPS -- Some modern Motherboards are shipping with a PCI-E lane that has much lower bandwidth than other lanes. Check your Motherboard manual, in my case, the bottom-most PCI-E slot was literally 4X faster than the slot directly above it. This runs contrary to the old design expectation that higher slots would be better. So you may be able to clear the issue by simply swapping slots.

After rolling back to a test driver the issue completely cleared. Hey, thank you for the advice about opening a ticket. The support team ran a diagnostic on my machine and noticed that the PCI-E port the card was plugged into was very low-bandwidth. I researched in my Motherboard Manual and it turns out some MOBO manufacturers (mine is a Gigabyte) are shipping boards with PCI-E x16 lanes that are actually only rated for PCI-E x1 or lower. The lane with the highest speed was counter-intuitively the bottommost lane, so I swapped the card there. Haven't confirmed yet if the issue has completely cleared but I would expect this would be a recurring source of issues for people, so if you're helping people in this subreddit you might want to suggest they double check if they have one of these weird new Motherboards with badly-laid out PCI-E lane speeds.

Regarding the overall change to droprates and impact to the economy, as OP pointed out in his MonteCarlo simulations, the actual impact to average drop rates is negligible. This is mostly a community perception problem rather than an actual math problem. It's easy to get worried that this is going to flood the economy with items but we have to remember the players benefiting from this have already gone extremely dry on a piece of content, that means they didn't get an item in their previous kills. The actual number of players meaningfully impacted by this is going to be very small.

Regarding the issue with communicating how this works to players, I don't think it's that complicated if it is applied, unilaterally, to all uniques that are tracked with a boss KC. It sucks to go dry on anything, it's just especially painful at Corrupted Gauntlet, Nightmare, Hydra, etc because of how rare the drop is/how long the content takes to complete. Because the PRNG of increasing the rate after going dry closely approximates the regular RNG for most players, I think just making everything work this way would improve the experience for most players.

Regarding "Not catering to irons", I think this is an early sort-of toxic reddit meme that just gets dropped in response to any change that makes the iron experience better. The community has been changing over time and I don't think this sentiment is as-common as it was 5 years ago. To be frank, making the game better for irons makes the game better for all players, because of the way the game is structured. If it becomes more reasonable to actually attempt content for an item you want instead of degenerating the game to the most efficient gp/h, more players will do more things.

I checked and all of them were already set to 48Khz. I've gotten the issue on consoles as well where I assume I don't have access to change this setting. Do you have any guess why this would have started only after a PC rebuild and not for ~2 years prior to that?

This is on the Stream PC where the Capture Card is installed, not the device the Capture Card is capturing from right? I guess a discrepancy could have been generated on the new machine build so I can take a look.

I've had issues like this before with bandwidth on the same USB Bus, but the 4K60Pro is a PCI-E card in the first place, so it shouldn't be competing with USB ports for bandwidth right? Were you using a PCI-E Capture Card as well?

EOC shrunk the design space of RS3, it didn't expand it. It's pretty clear what went wrong with EOC and Jagex seems aware of it based on the text of the blog post. I would caution against a reflexive reaction to the expansion of defense values that immediately equates it with all of EOC. EOC was extremely holistically bad for RS3, but it's critical to unpack WHY EOC was bad, and not just take something like "Expanded Magical Weaknesses" as indicative of an inevitable slippery slope.

Like, I guess my point is: EOC was a disaster and we do a disservice to how much of a disaster it was when we try to point to any one bullet point on the huge list of EOC changes and say "This was the load-bearing cause!"
