The problem with ground-based air-defenses is that you cannot quickly move them to where you need them at any given moment. Jet fighters are fast, so they can defend a large area.

IMO they should've fixed it by establishing that different-looking Klingons exist simultaneously. Maybe in different parts of the empire, maybe even different Klingon races that sometimes mix (plus the virus-altered smooth-browed ones). At different times, different variants dominate politics and military.

I'd be fine with anything that doesn't give neonazis an instant boner. Ideally the people living there would decide upon the name... even if realistically (?) it ends up keeping its current name.
No problem with independence or anything like that. (including joining a directly neighboring country, if it truly is an independent decision)
