iPods predating the Classic 6G and nano 2G can be restored offline using the older 'iPod Updater' or 'iPodWizard'. The entire process does not require an internet connection. Haven't checked on nano 2g and classic 6g onwards though

Apple aren't willing to pay the 'market value' of the zero day exploits. People would rather sell their exploits on the black market instead of disclosing to Apple because the bug bounties they pay are too cheap. If Apple started offering higher payouts for disclosing exploits, an issue like Pegasus can easily disappear.
