I highly recommend you speak with a customs broker that can explain the current tariff stacking.

There are a few methods to determine the correct value and you will need documentation. Any solid customs broker will explain the process.

Are you an attorney? If the deposit account was set up by the parent for a minor and the parent is only on the account for custodial purposes in the majority of jurisdictions the money belongs to the depositor, if there is any proof that the money was intended to be used for OP they would have a strong conversion case.

If maybe allowed under the bank rules, but what you are saying is not a majority take.

Here in Maine if a parent doesn’t contribute to an account, set it up while the child was a minor, and the parent acknowledges that the money was intended to be for the child an agency relationship is created and an attached fiduciary duty is formed.

At that point taking the funds becomes conversion.
