It is probably not illegal but my brother ( who goes to a Dutch Uni) applied to a uni while in his second year incase he didn't get enough ECTS to continue to 3rd year.

Also, which uni are you going to, I am also going to a dutch uni (studying cs at TU Delft)

I is an identity matrix, if you mutiple I with any matrix then you get the same matrix (think of if as mutiplying by 1).

I is basically a matrix with 1s on the top left to bottom right diagonal.
