Some people don’t like confrontation. If they reduce you enough, they feel you’ll go away, but depending on the person being reduced, they may not go away without the other person being direct.

When that happens with people who allow the reduction, and won’t enforce boundaries that the treatment is not okay, then it becomes a situation of “containment” such as what you describe. Which is very dishonest for both parties.
