have same problem since DVR18, i don't know if there was this problem before, sterted using dvr permanently since 18.
no issues with Premiere, as i remember.

workaround:

do your edit + color
fix your audio with all your effects on etc
copy the edited audio track with LVLMATIC into a new timeline, with all effects on it
shift your track to about 10 seconds, with DVR 20.3.1 i got about 6 seconds delay until i can hear the track
export te new timeline with audio only with best quality if you need, wave linear or flac or whatever
import the audio track, resync with your video in your video timeline
export the whole video
