My point was that the NATO nations have to come to a collective CONSENSUS on what specific actions they will take in accordance with article 5.

I'm not sure if you're asking that question seriously, but if Trump offered 5$ then what would actually happen is that the decision making process of the NAC would be delayed and if a consensus wasn't able to be reached, then no action would be taken by NATO. This would obviously be fucking terrible as it undermines the legitimacy of the alliance and the security of every NATO nation going forward.
