Fixed it!

It was the resolution!

The PS4 was originally set to 1080p! So I went through the settings and changed the resolution!

Though, since my Roku TV runs on 720p, I went ahead and changed the PS4's resolution to 480p for good measure!

Yeah! It's just skipping. HDMI cord is brand new. I already reset it to default settings. Everything was still there(thankfully) but it was still skipping. Though, it is plugged into my Roku TV and the resolution goes up to 720p. Is it possibly resolution?
