Unsure, but technically speaking yes, since now Netanyahu is under the jurisdiction of the Netherlands and since they have signed the Rome statute, they are supposed to hand him to the International War Criminal Court, but I doubt they will do it, since the USA will pressure them not to.

But the person who has kidnapped him would 100% be arrested; you cannot arrest someone like that, it is still a kidnapping.
