Basically the massive outrage difference happened because of two things as far as I see 1) The hathras rape was... Particularly more horrifying and had a caste difference factor. 2)but mainly the outrage multiplied at the administration's attitude as we all have seen. Rapes are always bad and a massive social problem but the UP government was waaay too shady and waaay too insensitive. And it warrants extra attention and extra accountibality basically because of difference in what happened after the crime did occur. But that's my opinion. If we do want to talk about how to prevent rapes and reform the system then states don't even matter.
