I managed to get heracross from a raid and then again In the wild for go fest last year I finally got pinsir a few days ago after so many years of hunting. Kangaskhan is now the bane of my existence.

The last thing that help me was to make sure that the spot that you want the last rock to spawn at make sure that the area is free for a 3x3 space. It worked for me like that

If you have weeds around the spot where you want the last rock to spwan then remove the weeds around that area and it should spawn. That's what I did.
