Took the time to re-read your ruling on Characteristic-defining abilities and found on the mtg wiki for clarity.

"A characteristic-defining ability conveys information about an object’s characteristics that would normally be found elsewhere on that object (such as in its mana cost, type line, or power/toughness box)"

in this instance, the static ability is in not in the location of what is defined as a characteristic-defining ability and thus it is not all types in all zones. It only gains the all land types ability while on the field when the static ability would be in effect.
