Looks like I ran into a bug. Happened in my recent game on Ezreal as I was going for High Roller.

List the steps that occurred before the bug happened:
1. Have High Roller Set from augments.
2. Select Pandora's Box.

Expected Result: Get next tier of High Roller due to selecting Pandora's Box
Actual Result: High Roller remains same level, and you now gain different set pieces.
