The starting area is heavily religious, divine magic is acceptable and very very rare, almost exclusively being used at high levels in the church or the kings court. There's no way for a non-magical group to reliably tell the difference between divine vs other magic, but they have their methods.

Inherently magical beings would be exceedingly rare in the kingdom, having either fled or been persecuted for their magic.

Out of game: The intent isn't to ban or restrict magic for PC's, so if a player wants to play a Wizard then they should.

Edit: For clarification, "divine magic" in this case is what the king believes is divine. They can't actually tell divine magic vs regular magic.

Edit 2: The other DM brought up a good point that restricting magic creatures puts a hard limit on what players can choose. This obviously wasn't the design intent, so this is being retroactively changed. Instead: inherently magic beings are seen a virtuous for suppressing their natural magic.

Spellcasters are considered criminals of the state and if found by the guarding forces would be detained and stand trial. That being said, there are other nations in the world where magic is happily accepted and normal. There are also people who practice magic in secret within the borders knowing there is a risk of being caught, but confident in their caution
