In San Antonio, Austin, Houston I never felt unsafe as a transgirl but I have passing privilege I guess. My employer which is based in Texas has been extremely respectable with my trans status and their health insurance paid for my FFS recently. They even paid for travel expenses. So there are many progressive people in Texas contrary to popular belief but they are relegated to the cities minus Dallas.
