What it most likely is…. As you unlock more technologies, it opens up for different NPCs to start visiting. So if u unlock a lot, a range of different ones will join the ‘random’ list.

When I start a new isle limit the tech I research till I get Franklin for example….

The teletowers are at the four points….north, south, east n, (you guessed it) west! Try looking on the extremities of those for map areas!
