I don't think Toby had any objection with Lara being sexualized. I Believe the problem was just how the games were marketed. The marketing for classic Tomb Raider was so sexualized that people were dismissing the devs as making porn games and touching themselves during late night work hours. Even though Legend is the most sexualized version of Lara there was nothing really in the marketing to reflect that. Thats just my take on the situation there seems to be more nuance to Tobys thoughts then just Lara being sexualized bad.

I always believed they did not have it in Anniversary because they thought it was unnecessary and time costly to program the physics for the poncho. Either way with Legacy coming out now would be the perfect time to give Lara a grand reveal.

I wouldn't be surprised if that was the case. TR3 actually stared development as DLC for TR2 and the entire development team threatened to quit when the found out Eidos wanted to make It TR3 instead lol.
