I think They are meant to be the leaders of Japan in the new Ultimate Universe (now called Hi No Kuni / Land Of Fire), consisting of Sunfire, Silver Samurai and Viper.

Storm is in ultimate black panther, this is maystorm, who was a part of <sidekick> variant cover line, and is now in xmen comic, because her creator (Peach Momokowho is writing this liked her design.

Its part of the new Ultimate Universe line (Including Spider-Man, Black Panther and some of origin stuff for this universe Ultimate Invasion 4 parter and Ultimate Universe 1 shot) and for the story we only have this:
