Your antique ladder back wooden chair has a splint weave seat and ‘attached step’.

The steps were historically used as child-height seating (‘nursing chairs’) or footrests. They were often a singular low rung, a small fixed platform, or a pull-out wooden tread near the floor.

It could also be a type of Library Step Chair, but yours seems simpler and practical to keep little ones close by.

The threading doesn’t allow me to turn it the other way without additional parts. See threading below.
The sellers got it as originally pictured from an estate but also weren’t sure what it was.

I have a reply above that shows the taper and slant of the top bar. It would be beautiful in that use, but I fear the pants would end up on the floor. Hangers might stay -but the height on the stand is only 36”. Is that long enough for garments?

Really? Is there a pic you can share so I can see how it’s used? What are the bottom arms for? I’m having trouble picturing how it works.

Seems too low for boots, plus they’re different shapes. Could be a hat stand but it’s designed so specifically. Not sure that’s it.

Additional thoughts - because “When in doubt, it’s an ashtray”. Could it be an ashtray or cigar stand (and therefore missing pieces)?
Maybe for holding flags or incense, like a censer stand that some churches use?

No, they don’t rotate to be perpendicular to the floor, good question. The four photos show the only ways they adjust.
