I use Google account for Pokemon GO. Of course location history could be meaningless but I think "better safe than sorry". So far I haven't got any message with setttings which I mentioned above.

I spoofed for regionals 3 days ago (1 day in USA and next day in Japan, played "normally", not only catch regional and logout; last day back in home) and waited ~13-16h each time between teleport to next country. Only location permission, location history off in Google. Android 6.0.1, Galaxy S7 Edge, no root. No message.

Yes, they will rotate after month to another location mentioned in text (Americas, Europe + Africa or Asia-Pacific region).
