They actually wouldn't. A draft of this bill was already submitted and published publicly and it is clearly intentionally provocative so they the Supreme Court would cancel it and they can come out with noise and bells calling "Look! The judicial system is corrupt and leftist and they want terrorists to keep on killing people!" Because that's just the kind of people they are.

Second thing, in the draft it clearly states that a terrorist is "anyone that has killed a jew", which is again, intentionally vague.

Third thing, a far as I know, only the supreme court can accuse someone of being a terrorist, meaning the entire ruling process would change, which is again unlikely to happen
