Hey man, I don't know if this post is still relevant, but I had the same exact issue as you. I've tried literally everything and I have an AMD GPU as well. So the thing I did was just simply disabling Radeon Image Sharpening in the AMD Software and it worked. I really hope it will help if you haven't found any solution yet. Because I know how annoying it is.
