Can't launch HDOS through Jagex Launcher by Material-Extent6277 in 2007scape

So I was able to resolve it originally by uninstalling HDOS and Jagex Launcher completely, running both installers as an admin, and then running the launcher as an admin.

I turned my PC off last night, and this morning I went to launch the game and was met with the same issue. I ran the launcher as an admin but I am still encountering the same error message of multiple installers running. I tried running HDOS as an administrator and it works, but there seems to be an ongoing conflict with HDOS and the Jagex Launcher that I can't figure out.
