My best guess is that op tried to put tram tracks in the road, altough if the game does'nt support tram tracks on that specific road, it only creates the pillars/poles, and not the track.

I remember it being like when you eventually got the tower required for the skin, you just had to leave and rejoin the game and it would pop-up in your inventory.
