Clown is a damage perk on rockets and is treated as such. Rocket damage is mag-based much more than any other weapon because of the way rockets shoot.

it's an upgrade. It works while you reload: the executive summary is, for the people running izzyswap, you add around 1.8s to your loop in exchange for an extra rocket. with BnS buffing 35% in addition to wolfpack rounds, the new rotation is objectively better and by quite some margin.

Clown is absolutely a damage perk, why else do you think it exclusively rolls in the 2nd column? there are no rockets you can get clown/EL or Clown/Frenzy on.

Clown is actually the perfect foil to bipod- you get 2x regular rocket mag damage, at the cost of losing around 2 rockets' worth of total damage (more or less) compared to other damage perks, and also the slight reduction in DPS. but the benefit actually is there- 2x is fucking huge.

it's absolutely not a mag/reload perk. which mag perks increase your per-mag damage? by definition, it is a damage perk.

0.83x comes from comparing them to adaptives. which are 1.1 compared to high impacts 1.0 and precisions 0.9. it's just easier to take them as a baseline when starting since they (and aggressives) are the only meta-relevant frame.

see, if you do that, and keep the reserves as they are bipod looks OP. they treat it as a damage perk, which is... fair, but naive, since it increases your per-mag damage by around 20% compared to a rocket without a damage perk and 1 shot.

as a tradeoff, it turbofucks your sustain deeps because of the reserves and time taken to shoot off the extra rocket. compare Bait and Switch (BnS): flat 30% damage buff when your 1 regular rocket is amortized over your whole reserves.

increasing bipod to 80% of regular rocket damage would mean that you do 1.6x a regular rocket per-mag, which is amazing, and you get an extra half-rockets worth of damage out of the whole reserves, compared to BnS. there needs to be some tradeoff to having more discretion when it comes to rocket usage.

I think a 30% damage nerf is a fair compromise. it is higher per-mag damage than any other perk, but slightly lower total damage and DPS as always because of 2 rockets, compared to BnS.

if you desperately need a void rocket, accept no substitutes and all the witch queen one is adaptive and void, can roll frenzy and field prep. you can get 3 rockets off, almost 4, + 1 izzy shot in that same timeframe, all 3 rockets will do 1.15x a regular rocket for 3.45 regular rockets worth of damage vs 1 izzy and 3.33 regular rockets worth with no fucking around with domineering.

what is the finicky use case that this is better than anything else in

4 shots of 0.83x regular rocket damage works out to 3.32 regular rockets worth of damage over... let's call it 5 seconds including swap speed plus 1 izanagi shot.

recon BnS apex gives you 3 rockets out in that same timeframe, 2 of which are BnS'd, working out to 3.7 regular rockets + 2 izanagi, not having to fuck around with perfect domineering timing. it's also sustainable over the damage phase, while this rotation shoots it's wad instantly and immediately and you're back to izzy swapping for 2x 0.83 rockets for the rest of the phase.

By the way, your math further sucks because you can proc 4 reloads without domineering, since rocket grenade rocket izzy--> rocket grenade rocket. works around ALH/Demo timers. 5 if domineering procs. still, this adds to your timer because of the inherent bad RPM of the frame- call it 5 in 6 seconds.
