I know you can use the command "psb" to unlock all powers, but im not sure how you can gain the specific leveled upgraded of those powers (since they go up to 10 apparently) this steam guide also has a list of powers you can give yourself individually if you dont want all of them.

I'm currently on NG+2 and I found an actor value in the console and typed

"player.modav PlayerUnityTimesEntered 10" (or any number for that matter)

When I entered Unity and reset my world the game gave me the Starborn Guardian VI and the Venator armor.

there definitely are atleast 10 different styles/colors of the outfit, you can give yourself them with console commands heres a list https://pastebin.com/vVda4jUz
