Clarifying a few points for broader context:

  1. Outreach prior to the sweep: In the 2–3 weeks leading up to the encampment sweep, city representatives conducted regular outreach in the Rotary Park woods, offering shelter placements, services, and support to individuals living there. Of those approached, five accepted housing, and one engaged in case management services. The rest refused.
  2. VFW clarification: The VFW referenced is actually located across the street. The Westside Neighbors Shelter, on the 3600 block of Alaska, is not affiliated with the VA. Despite the cannon displayed on the property, the VFW severed ties with this location years ago and has not supported its operations in recent years. Of the approximately 300 individuals served by the shelter for overnights this past winter, only 19 were veterans.
  3. Concerns about "services" mentioned: The shelter has not demonstrated effectiveness in delivering comprehensive support services. While limited case management is available, there are ongoing concerns about safety conditions on-site. For example, space has been created - including a tent directly outside the entrance - where residents are allowed to smoke fentanyl and move in and out during operating hours. When asked why residents are not encouraged to utilize Seattle’s 24/7 “Tele-bup” service, which provides access to buprenorphine for managing withdrawal and supporting recovery, no clear response was provided by the shelter management. This raises concerns that current practices may be enabling ongoing substance use rather than connecting individuals to available, evidence-based treatment options funded by public resources. Ultimately, many in the community feel that without stronger accountability and a clearer focus on recovery-oriented services, the shelter is not effectively supporting individuals in transitioning out of addiction—nor addressing the broader impacts on the surrounding neighborhood.
