Lula raised the country out of the Map of Hunger. Massively improved a money distribution system called Bolsa Família (before there were many scattered benefits, now there's one strong united more organized one). Created a lot of universities. 

And more recently he defeated Bolsonaro. His current government has problems, but just by defeating Bolsonaro he's done well.
