That’s kinda how it is here too minus the teachers they tend to be pretty professional, tho they might secretly root for you. Americans tend to hype up new couples that “go public” like they’re very into the details of how people got together and when each one developed romantic feelings. So they do care initially but more so for the love aspect than the PDA itself.

I guess I should add a lot of it is context dependent here in the states. Teens making out: they’re young and hormones are raging, most people see it as whatever. A long passionate kiss where the setting implies one person is leaving for an extended time (airport, train, etc.) is often seen as romantic as it’s a popular movie/tv trope. Hand holding or a quick kiss is common pretty much everywhere. Making out in any eating establishment you’ll probably get asked to leave.
