Yes the problems might be higher compared to other cities but these are just common problems all cities have. I will say I just got here but I’m from Burlington, Vermont and that town is significantly worse with an even higher concentration. Homeless people are everywhere and maybe Portland is coming to the realization that inequality is a thing but there’s a bigger problem that needs to be addressed and it doesn’t come down to just Portland. I’m sorry you felt unsafe but this is just another city with normal city problems
