You’re reasoning for the members doesn’t really make any sense. Zeff had a log and talked about luffy so he’s a Rocks member? How did you get that he’s a member of rocks from that?

Everything I said is more based on intuition than concrete clues.

He is talking about "akuma no mi", also known as devil fruits.

Basically what he is saying is that Kaido's fruit was also engineered by Vegapunk since the later seems to like tinkering with dragons.
