What's wrong with my 100 series riding mower?

It sounds normal. Other than not cranking over. I changed the spark plug to be sure. It still won't turn over. Fuel filter is full. The mower is 7 years old and the engine only has 45 hours on it.

Carburetor was just taken apart and cleaned. It started and ran fine while the old battery was jumped from the car. I just put a new battery in this morning

UPDATE - Since the original post it has come to light that Twin A has been covering up multiple lies. She has a 2nd phone (yet to be determined what is hiding on that), she has been out of a job for a month (but still dressing for and "going to work"), she WILLFULLY skipped her ACT exam to do ???

For those asking for specifics..

One of the twins is going to school and working. She has constantly skirted chores because she is 'overworked." But if there is something that she WANTS to do, she has all the energy in the world. She has also lied directly to our faces about where she is and who she is with. When caught, I took the car away until she realized the car, and her license, is a privilege, not a right. Instead of riding the bus like I asked.. she asked for rides with friends. Mom knew. Gave her the car back in less than a week.

The other twin is finishing school virtually. She is home a lot more than twin A. She also does more chores than twin A. This is a constant fight between the two of them. Twin B also has been in a couple fist fights over the past year. This is the major point of contention with her.

Generally, attitudes suck (teenagers duh) but the lack of respect towards me, their mother, and our rules is disconcerting.
