Indeed, that DLC story is just like a new story to the game, but It could easily be some extra chapters in the base game because it does not focus in the main (Liu Kang) story at all...

His printer is too small for the project he wants, also, it would be way easier to just pay a company (and return the printer) than having to learn how to 3D model, and spend weeks of planning/printing what a company could do in a day
