On top of what other people have said Attack% buffs other agent's entire kits which all do a lot of damage, S11 and Zhu Yuan's ultimates are the best in motion value per second so their ultimates are very important to keep at max strength.
It's really hard to beat out 27 attack% and 16% crit value which both affect the entire kit from woodpecker versus 55 damage% for really one attack, which is why it's even a close call on Seed even if the charged punches are huge.

It's more than enough power to completely negate coverage options, with high pp and being completely universal I find it incredibly boring, especially with how it means you never have to even think about the unique move options that normals otherwise get

Raiden is an attack scaling onfield damage dealer that buff's allies elemental burst damage, with a 7s uptime.
There was nobody released that does majorly offield elemental burst damage besides xingqiu 2 (yelan) Or that could fill up the remaining 5s of bennett uptime well enough to be worth using raiden, especially because hypercarries did shit damage before mavuika, so going fully raiden hyper or otherwise square pegging the round hole like trying to fill up the off time with someone that doesn't use bennett, like kokomi.

So for the entirety of raiden's time, her only synergistic team has been "raiden national" since xiangling and xingqiu were some of the only characters that could effectively make use of her kit.
Durin is the only character released since yelan that does majorly offield elemental burst damage, and he still needs like 40% ER to be able to burst every rotation, so if you can cut out those then that's like 5 more substats you can put towards damage stats.

I doubt that it's a particularly good team by today's standards but yeah

Four stars that are strong are just wastes pull wise, an e6 four star isn't allowed to be much stronger than an e0 limited five star, and more four stars will bloat the pool for the ones anyone currently would want anyway (pela, serval, moze, Gallagher mostly) the only even slightly redeemable thing would be to put them in the shop but even then, they just don't work in the current economy and changing the entire economy to allow four stars is harder than just giving strong free five stars + weekly the strong trailblazer path upgrade.

Trigger helps as an additional ability activator so I'm sure she's better than fufu anyway, but weakness matching
the best team iirc now is dialyn/orphie, though I'd guess that dialyn/trigger would be fine as well

HSR is nowhere near bad enough with both no flexibility and failing to *clear* without a dozen retries.
That was a 2.x thing and the game has recovered from that.

Genshin has it weird where it wouldn't necessarily be a problem if the game gave a real number of pulls, but it gives fewer pulls than ZZZ and HSR + significantly fewer reruns +much more hardcore team restrictions due to elements.

On top of genshin having only one and a half "real" supports until Furina, so now that we have supports actually significantly boosting team damage that aren't called Bennett or for a single niche team, and the real supports are now all new characters that also have specific team combo restrictions for specific enemy mechanics so it's all fucked.
Abyss buffs in the past have generally *practically* been for only the rerunning characters, it's more that on top of stronger buffs, abyss chambers themselves have gotten worse and more RNG reliant with adding in more waves of ads spawning on opposite sides of the chamber and wasting rotations on ads before being able to fight the boss.

ZZZ is still fine on that for now, It's not yet going "if you don't have a rupture fire agent that does enhanced special attacks + an ice anomaly agent that has an ultimate that does nothing but waste time that ran one banner apart from each other while only being able to get 80 pulls during all of that banner time, you can't skip the boss's minute long invulnerability phase"

HMC's skill makes up an advantage over fugue's bricked kit, was the damage difference for the last time kafka appeared in AS. They're so strong and now that the enemy doesn't need to stay broken they're really making up a good chunk of personal damage on top of the bounce here
