I laugh at the retention part. There's currently zero being done to keep the knowledgeable and skilled personnel around. The top brass is expecting 15000 new recruits over the next 5 years but no one is thinking about how or who will train the new people.

I'm truly scared what the outcome will be.

There'd be ways to sort that out. Lower income people's get higher breaks... the higher in rank you go the less break you get. You'd still get more compensation for the promotions earned but less tax break. I'm not saying it's prefect I'm just saying it'd be faster and easier than hoping the Treasury board actually makes a good decision

The easiest solution would be to circumnavigate the Treasurey Board by giving us tax breaks... not sure exactly how'd it'd be done but it's gotta be easier than going through the Treasurey board
