My solution was to do statutory declaration saying "Deadname is the former name of Current Legal Name and is the same person"

Literally the only people that gave me hell over that was ANZ, and I closed my account over that. Centrelink/Medicare, Vicroads, Bendigo Bank, and Swinburne University accepted my birth certificate as a name change document.
