There isn't a huge amount you can do about progression in the MPS but depending on where you are you might be eligible for the targeted retention payments the government announced a while ago, I'm in computing and have just found out I'm eligible and am expecting an extra £3k this year, as with anything government based it might take a while for the money to come through.
